Scope
This three-day course provides participants with a comprehensive introduction to the Maritime Labour Convention, 2006 (MLC, 2006), known as the “seafarers’ bill of rights.” The course explains the Convention’s purpose, structure, and fundamental principles, focusing on the rights and welfare of seafarers and the corresponding obligations of shipowners and flag States. Participants will become familiar with the Convention’s key requirements related to employment conditions, accommodation, health protection, welfare, and social security. Through interactive sessions and case-based discussions, the course aims to enhance understanding of how MLC, 2006 is implemented, enforced, and maintained to ensure decent working and living conditions for all seafarers.
Objectives
The objective of this course is to provide participants with the knowledge and understanding necessary to interpret and apply the provisions of the Maritime Labour Convention, 2006 (MLC, 2006). Upon completion, participants will be able to:

Identify the main structure, principles, and key requirements of the Convention;

Understand the respective responsibilities of seafarers, shipowners, and flag States under MLC, 2006;

Recognize the procedures for certification, inspection, and enforcement of compliance;

Promote and uphold decent working and living conditions for seafarers in accordance with international maritime labour standards.
Entry Standards
The participant must preferably be employed or intending to be employed in the maritime sector, such as shipboard officers and crew, shipowners’ representatives, manning agents, port State or flag State inspectors, or personnel from maritime training institutions. He/she might have a general secondary education or equivalent level is desirable and the ability to participate actively in discussions and group exercises; openness to learning about international maritime conventions and standards. No formal maritime certification is required. Some familiarity with maritime operations, shipboard life, or maritime regulatory frameworks is beneficial but not mandatory. Good command of written and spoken English, sufficient to follow technical presentations and participate in discussions, is mandatory.
